To: Kristen Cushman, a Resident of the Town of Hermon, Penobscot County and State of Maine,
Greeting:
In the name of the State of Maine you are hereby requested to notify and warn the inhabitants of the Town of Hermon, in said County of Penobscot, qualified by law to vote in said town affairs of the Election and Town Meeting described in this Warrant.
To the Voters of Hermon – District 2, Maine State Senate District 32, and Maine House of Representatives District 23:
You are hereby notified that a Special Town Meeting in this Municipality will be held at the Hermon Middle School on Wednesday, the 2nd day of June A.D. 2010 to act on Articles 1 through 24. The meeting shall begin at 6:30pm.
ARTICLE 1: To elect a Moderator to preside at said meeting.
ARTICLE 2: To see what sum the Hermon School Department will be authorized to expend for Regular Instruction.
Recommend $4,396,032.
ARTICLE 3: To see what sum the Hermon School Department will be authorized to expend for Special Education.
Recommend $1,406,324.
ARTICLE 4: To see what sum the Hermon School Department will be authorized to expend for Career and Technical Education.
Recommend $ 131,328.
ARTICLE 5: To see what sum the Hermon School Department will be authorized to expend for Other Instruction, Summer School, Extra and CoCurricular activities.
Recommend $ 547,763.
ARTICLE 6: To see what sum the Hermon School Department will be authorized to expend for Student and Staff Support.
Recommend $1,158,836.

ARTICLE 12: To see what sum the Hermon School Department will be authorized to expend for All Other Expenditures including School Lunch.

ARTICLE 13: To see what sum the Town of Hermon will appropriate for the total cost of funding public education from pre-kindergarten to grade 12 as described in the Essential Programs and Services Funding Act (Recommend $8,176,779) and to see what sum Hermon will raise as Hermon’s contribution to the total cost of funding public education from pre-kindergarten to grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688.
Recommend $3,134,426.
“Explanation: The school administrative unit’s contribution to the total cost of funding public education from pre-kindergarten to grade 12 as described in the Essential Programs and Services Funding Act is the amount of money determined by state law to be the minimum amount that a municipality must raise in order to receive the full amount of state dollars.”
ARTICLE 14: To see what sum the Town of Hermon will raise and appropriate for the annual payments on debt service previously approved by the legislative body for non-state-funded school construction projects or non-state-funded portions of school construction projects in addition to the funds appropriated as the local share of the school administrative unit’s contribution to the total cost of funding public education from pre-kindergarten to grade 12.
Recommend $402,064.
“Explanation: Non-state-funded debt service is the amount of money needed for the annual payments on the municipality/district long-term debt for major capital school construction projects that are not approved for state subsidy. The bonding of this long-term debt was previously approved by the voters or other legislative body.”
ARTICLE 15: To see what sum the Town of Hermon will raise and appropriate (Recommend $170,910) in additional local funds for school purposes under Maine Revised Statutes, Title 20-A, §15690.
Recommend $170,910.
Explanation: The additional local funds are those locally raised funds over and above the school administrative unit’s local contribution to the total cost of funding public education from pre-kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual payment on non-state funded debt service that will help achieve the municipality/district budget for educational programs.
ARTICLE 16: To see what sum the Town of Hermon will authorize the School Committee to expend for the fiscal year beginning July 1, 2010 and ending June 30, 2011 from Hermon’s contribution to the total cost of funding public education from pre-kindergarten to grade 12 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy and other receipts for the support of schools.
Recommend $11,591,262.
ARTICLE 17: Shall the Regional Vocational Budget as approved by the Cooperative Board for the year July 1, 2010 – June 30, 2011 be approved in the amount of $2,376,021?
Not subject to amendment from the floor. May be either accepted or rejected by the voters. Hermon’s share of the Region Four budget is $131,328.
ARTICLE 18: Shall the Regional Vocational Budget as approved by the Cooperative Board for Adult Education for the year July 1, 2010 – June 30, 2011 be approved in the amount of $200,464?
Not subject to amendment from the floor. May be either accepted or rejected by the voters. Hermon’s share of the Region Four budget is $1,660.
ARTICLE 19: To see if the Town of Hermon will appropriate $6,500 for Adult Education and raise $6,500 as the local share with authorization to expend any additional, incidental, or miscellaneous receipts in the interest and for the well-being of the adult education program.
ARTICLE 20: Do you wish to continue the budget validation referendum process in Hermon for an additional three years?
Recommend No.
A “YES” vote will require Hermon to continue to conduct a referendum to validate its annual school budget for the next three years.
A “NO” vote will discontinue the budget validation referendum for at least three years and provide instead that the annual school budget shall be finally adopted at a meeting of the voters.
ARTICLE 21: To see what sum the Town of Hermon will raise and appropriate (Recommend $20,000) in additional local dollars in support of the Food Service program.
Recommend $20,000.
ARTICLE 22: To see what sum the Town of Hermon will authorize the School Committee to expend in the fiscal year beginning July 1, 2010 and ending June 30, 2011 from the reserve already established for the purpose of Teacher Summer Salaries Reserve.
Recommend $616,686
ARTICLE 23: To see what sum the Town of Hermon will authorize the School Committee to transfer in the fiscal year beginning July 1, 2010 and ending June 30, 2011 to the reserve already established for the purpose of Repairs and Maintenance Reserve.
Recommend $ 8,000.
ARTICLE 24: To see if the Town of Hermon will authorize the School Committee to expend in fiscal year beginning July 1, 2010 and ending June 30, 2011 any unanticipated state school general purpose aid that it may receive for that fiscal year.
Recommend Yes
ARTICLE 25: Shall the School Committee be authorized to issue notes not to exceed a period of three years in the name of the Town of Hermon for the purpose of purchasing a school bus in an amount not to exceed $84,000 and appropriate the same.
