To:         Mike Burgess, a Constable of the Town of Hermon, Penobscot County and State of Maine,

Greeting:

In the name of the State of Maine you are hereby requested to notify and warn the inhabitants of the Town of Hermon, in said County of Penobscot, qualified by law to vote in said town affairs of the Election and Town Meeting described in this Warrant.

To the Voters of Hermon – District 2, Maine State Senate District 32, and Maine House of Representatives District 23:

You are hereby notified that the Election in this Municipality will be held at the Hermon Elementary School Gymnasium on Tuesday, the 8th day of June A.D. 2010 to act on Articles 1 through 5.   The polls shall be opened at 8:00 a.m. and closed at 8:00 p.m.

The Annual Town Meeting (Budget) will be held at the Hermon High School Auditorium at 6:30 p.m. June 10, 2010 to act on the remaining articles.

ART. 1:  To elect a Moderator to preside at said meeting.

ART. 2:  To elect all necessary Town officials by secret ballot; 3 members for the Town Council for  three-year terms, and 2 members for the School Committee for three-year terms.

ART. 3:  Shall the Town accept the school budget that does not exceed the maximum state and local spending target pursuant to section  15671-A, subsection 5, asking, “Do you favor approving the Hermon Municipal School budget for the upcoming school year that was adopted at the latest regional school unit budget meeting?

ART. 4:                Which location do you prefer for the Soldier’s Monument currently located at the intersection of Billings Road and Route 2?  (Please Choose Only One)

___   Move it to the Veterans Memorial Park located in front of Hermon Elementary School on Billings Road.

                ___   Leave the Monument exactly as it, not moving it a single inch. 

ART.5: NON-Binding Question

                                Do you support increasing a future budget (not this fiscal year) as much as $55,000 for the purpose of providing curbside, single-stream, recycling?

(Note, the Council has reviewed and consider providing curbside recycling and based upon recent data wants input from the community to see if this is widely desired.  For this reason we are asking your opinion on a non-binding vote that will aid the Council during next year’s budget process.)

ART. 6:                Shall the Town appropriate $128,879 of Sewer Maintenance Reserve (HERM12) to pay the FY 2010-2011 debt service payment for the water and sewer extension on the Coldbrook Road?

ART. 7:                Shall the Town appropriate $6,000 of undesignated fund balance for purpose of funding the Town of Hermon Fuel Relief Program?

ART. 8:                Shall the Town  appropriate the sum of $8000 from FY 2009-10 School Fund Balance (Carry Forward) and transfer the sum to School Repair Reserve HERM07?

ART. 9:                Shall the Town authorize the transfer of $41,503 to Sewer Maintenance Reserve (HERM 12) from increased revenue as a result of the newly executed Memorandum of Understanding with Pine Tree Landfill?

ART. 10:  Shall the Town set April 1, 2011 as the due date for taxes, for fiscal year July 1, 2010 to June 30, 2011, and establish that all taxes paid after such date accrue interest at a rate of 7.0% per year?

ART. 11:  Shall the Town vote to appropriate the excess revenues of the following accounts to offset overages in the associated expense accounts, for fiscal year 2010-11?

(Note:  Municipal Revenues totaling $2,976,411 includes $28,000 from fund balance and $225,000 in State Revenue Sharing.  Further the Revenues also assume that Article 6 adding $128,879 of reserves passed.)

ART. 15:  Shall the Town of Hermon appropriate a portion from Overlay Account, not to exceed the amount of $60,000, for tax abatements?

ART. 16:  Shall the Town authorize the Town Council to dispose of tax-acquired property in one of the following ways: First, attempt to contract with tax payers in arrears, and if that fails the Town shall authorize the Town Council to retain tax acquired property for Town use or sell by publicly advertised sealed bid? 

                The Registrar of Voters will hold office hours while the polls are open to correct any errors in or to change a name or address on the voting list and to accept new enrollments.
